Comments:
The licensing inspector conducted an unannounced complaint inspection in response to a complaint that was received by the licensing office on 09/09/22 related to parental involvement and children?s records. Interviews were conducted. Documentation was requested and reviewed on 09/15/2022 and 09/22/2022.

The preponderance of evidence gathered during the investigation supports violation of one or more standards in regards to the complaint.

Violations:
Standard #: 8VAC20-780-420-C
Complaint related: No
Description: Based on review of documentation and interview, the center failed to admit a custodial parent into the child day program.
Evidence: 1) Email dated 09/14/2022, sent out to all parents stated that some of the COVID restrictions that had been in place for this school had been lifted on August 1, 2022. These include parents being able to schedule volunteer time inside the school and scheduling a birthday celebration.
2) Email dated June 24, 2022 states ?since we are still (unfortunately) in the midst of COVID, we are currently only allowing staff and students in the building.?
3) When asked on September 22, 2022, the Director stated that parents are not allowed to enter the building without scheduling an appointment first.

Plan of Correction: Per the center "As of summer 2022, Central has begun the process of reopening our campuses as parents and students are getting vaccinated. We will continue to offer on-campus parental involvement opportunities including, but not limited to, parents joining their child for lunch, volunteering in the classroom, birthday celebrations, observing their child?s classroom, etc. We will continue to respectfully ask that parents alert Central?s front desk staff when they will be joining us so we can ensure the timing of a visit works within the classroom?s daily schedule, that there are not other volunteers in the classroom at the same time to avoid duplicating efforts, and that the staff is aware they will have a visitor or volunteer. No staff may tell a parent that they may not come into the building."

Complaint related: No
Description: Based on interview, policy review, and documentation review the center failed to ensure that if asked by parents, feedback be provided about daily activities, physical well-being, and developmental milestones.

Evidence:
1) Parent #1 asked to be updated by the child?s teacher about her child?s developmental milestones including whether the child is napping and whether the child is successfully using the restroom. The center replied via email that the best way to gain information was through the office staff who could relay the information from the teacher to the parent. It further stated that nap time is considered a planning time for the teachers and that multiple staff are in and out of the classroom so it would be difficult to give an accurate picture of naptime for one child.
2) When asked the center stated that they do not allow parents to speak to the teachers directly because it is considered ?abandonment? for a teacher to not be 100% focused on the child during the day. They stated that parents must wait to speak to the teacher for a 6 week ?adjustment? period.

Plan of Correction: Per the center "Central will continue to provide information to parents upon request (either phone or written/email), submitted through the front desk. Central will determine the best person to provide this information, depending on what they are looking for. We will ensure that information is provided within 1 business day."
