The Licensing Inspector conducted an unannounced complaint inspection in response to a complaint that was received by the licensing office on 9/27/2022. Interviews were conducted with staff rand classroom observations were conducted relating to the allegations of being out of compliance with staff to child ratios. The information gathered during this investigation supports the allegations, so the complaint is determined to be valid. Violations have been cited. Standard #: 8VAC20-780-350-B-1 Complaint related: Yes Description: Based on observation, the staff to child ratio 1:4 for ages birth to 16 months was not followed whenever children were in care.
Evidence: The Inspector arrived in the "Crawlers" room at 8:25 am. There was1 staff with 6 children, ages ranging from 9 months to 12 months old. This class continued to be out of ratio with 1 staff to 6 children until 9:00 am when the second staff arrived.Plan of Correction: The Director stated that 2 new staff are waiting for background check Clarence, they will start at 8:30 am. We will look at adjusting other staff hours to start at 8:30 am.
Standard #: 8VAC20-780-350-B-2 Complaint related: Yes Description: Based on observation, the staff to child ratio 1:5 for ages 16 months up to 24 months was not followed whenever children were in care.
Evidence: The Inspector arrived in the "Young Toddler" room at 8:15 am. There was1 staff with 8 children, ages starting at 16 months. This class continued to be out of ratio with 1 staff to 8 children until 8:30 am when the second staff arrived.Plan of Correction: The Director stated that 2 new staff are waiting for background check Clarence, they will start at 8:30 am. We will look at adjusting other staff hours to start at 8:30 am.

Evidence: The Inspector arrived in the "Two's" room at 8:50 am. There was1 staff with 9 children, ages 2 years old. This class continued to be out of ratio with 1 staff to 9 children until 9:00 am when the second staff arrived.Plan of Correction: The Director stated that 2 new staff are waiting for background check Clarence, they will start at 8:30 am. We will look at adjusting other staff hours to start at 8:30 am.
