Technical Assistance:
Discussion of training. LI share with the Center Director a website that offers free on-line training for staff.

Discussion of the promotion requirement of 24 hours of training either 6 months prior to promotion or 1 month after. These 24 hours may also now count towards the 16 hours of annual training required for each staff person.

Comments:
This monitoring inspection was initiated by licensing staff and concluded on 10/26/2022, between the hours of 9:30 am to 1 pm. There were 47 children present, ranging from infant to preschool-age, with 7 staff supervising, across 6 separate classrooms. The inspector reviewed compliance in the areas of administration; physical plant; staffing and supervision; programming; medication; special care and emergencies; and nutrition. A total of 5 children records, and 4 new staff records were reviewed.

Information gathered during the inspection determined that there were (4) non-compliances with the applicable standards. These violations were documented on the Violation Notice issued to the center.

Violations:
Standard #: 8VAC20-780-160-A
Description: Based on review, 1 of 4 new staff files indicated that each staff member did not submit documentation of a negative tuberculosis screening (TB) at the time of employment and prior to coming into contact with children.

Evidence -
1. On the date of inspection (10/26/2022), the TB documentation on file for Staff #3 was dated - 06/30/2022.
2. The start date for Staff #3 was listed as 06/15/2022.

Plan of Correction: The standards for TB documentation will be followed for future hires.

Standard #: 8VAC20-780-210-A-4-a
Description: Based on review, 1 of 4 new staff files indicated that within six months before being promoted or beginning work, a minimum of 24 hours of training was not received related to the care of children.

Evidence -
1. On the date of inspection (10/26/2022), for Staff #3, it was determined that they were short of the 24 hours needed prior to their promotion to Lead on 08/29/2022.
2. This was confirmed on the date of inspection by the Center Director.

Plan of Correction: Staff will obtain the remaining training hours.

Standard #: 8VAC20-780-280-D
Description: Based on observation, cleaning and sanitizing materials were located above utensils or single-service articles.

Evidence -
1. On the date of inspection 10/26/2022, 12 canisters of spray disinfectant were observed being stored on a top shelf above an open box of spoons, an open box of forks, and an unwrap stack of paper plates.
2. This observation occurred within the center's kitchen.

Plan of Correction: These items will be relocated to an area not above food, equipment, or serving items.

Standard #: 8VAC20-780-500-B
Description: Based on observation and interview, the diapering surface was not used for only diapering or cleaning children.

Evidence -
1. On the date of inspection (10/26/2022), the diapering table had the room telephone placed on it.
2. Apparently, the phone had fallen off the nearby wall and was now being kept stationed on the changing table. The staff person in the room stated that she tried to replace the phone back onto the wall, but with little success.

Plan of Correction: Phone will be fixed and placed back on wall.
