Technical Assistance:
Discussion of the start of the program year and the status of site staffing. Discussion of the use of space within the school. Today, for part of the program day, the cafeteria was used for a school staff meeting having the CASA program to relocate next door to the gym and hold some activities outside. Luckily the day was weather permitting and the children enjoyed the time playing outside.

Comments:
This non-mandated unannounced monitoring (NMI) inspection, to follow-up on those standards that were undetermined during the initial inspection conducted on 08/24/2022, was initiated by licensing staff and concluded this day, on 11/10/2022, between the hours of 2 pm to 3:30 pm. There were 57 school-age children present with 4 staff supervising. The inspector reviewed compliance in the areas of administration; physical plant; staffing and supervision; programming; medication; special care and emergencies; and nutrition. A total of 5 children records were reviewed. Staff files are reviewed on an annual basis through the Loudoun PRCS main office.

Information gathered during today's inspection determined that there was (1) non-compliance with an applicable standard. This violation was documented on the Violation Notice issued to the center.

Violations:
Standard #: 8VAC20-780-245-J-2
Description: Based on review and interview, there was not a staff member who has satisfactorily completed a training course developed or approved by the Department of Education in consultation with the Department of Health and the Board of Nursing and taught by a registered nurse, licensed practical nurse, nurse practitioner, physician assistant, doctor of medicine or osteopathic medicine, or pharmacist.

Evidence -
1. On the date of inspection (11/10/2022), medication that was to be administered rectally was observed on site for Child #6. Due to a medical need this medication was authorized on an as needed basis. No need presented itself today.
2. Both Staff #1 and Staff #2 stated (during an interview conducted on the date of inspection) that while both held a certification in basic Medication Administration Training (MAT), neither held the necessary certification in MAT-Rectal Medication in order to administer this specific medication correctly when a need presents itself.
3. Child #6 was in attendance on the date of inspection.

Plan of Correction: A staff person with this certification will be on site when Child #6 is in attendance. This training will be completed by the end of the year or as soon as possible.
