Comments:
An unannounced complaint investigation was conducted jointly with a local agency on December 8, 2022 in response to a complaint received on December 7, 2022 of allegations of behavioral guidance. Staff interviews were conducted, classroom observations, and records were reviewed. The preponderance of evidence does support the allegations and the complaint is deemed valid. Standard #: 8VAC20-780-400-B
Description: Behavioral guidance was not constructive in nature, age, and stage appropriate, and was not intended to redirect children to appropriate behavior and resolve conflicts.
Evidence:
1. At approximately 11:30am in the Toddler classroom, a group of ten toddlers were sitting at the table waiting for lunch to be served. Child #1 (18 months old) was observed repeatedly taking their bib off. Staff #1 was observed by Staff #2 and Staff #3 placing their hand on Child #1's right cheek and moving their face to the front position to face forward.
2. Staff #1 stated " I was trying to move [them] around. I moved [their] head with my hand, but not in a harsh way."
3. Staff #2 and Staff #3 stated that Child #1 did not cry after Staff #1 moved Child #1's face to the front position to face forward.

Plan of Correction: Management will retrain staff regarding age appropriate behavioral guidance and prepare a coaching form for staff.
