Comments:
An unannounced complaint investigation was initiated on 12/522 and was concluded on 12/20/22 in response to a complaint received by the licensing office on 12/5/22 regarding building maintenance. Observation, record reviews, and interviews were conducted relating to the allegations on 12/5/22. The information gathered during the investigation does support the allegation, so the complaint is determined to be "valid". Description: Based on observation, record review, and interview it was determined the center did not ensure that the temperature was maintained no lower than 68?F in the indoor areas occupied by children.
Evidence:
1. A complaint was received on 12/5/22 stating that the temperature inside the building at 9:00 am was 54 degrees.
2. On 12/5/22 at 1:45 pm the temperature in the infant classroom(unit D) was 65.7 degrees. At this time is was 54 degrees outside and the heating system for the adjoined preschool classroom(unit C) had been repaired earlier in the day.
3. Staff confirmed that the heat hasn't been operating for "about a month" and "staff and the children have been wearing winter outerwear to stay warm inside.
4. Space heaters were not provided for the classrooms until 12/6/22.

Description: Based on observation and interview it was determined the center did not ensure the care, protection, and guidance of the children in care.
Evidence:
1. Staff reported that the heat had not been working since approximately 11/8/22.
2. The center did not provide temporary heating while heating system was broken from approximately 11/8/22 until 12/5/22.
3. From 11/14/22-12/5/22 there were 8 days where the temperature outside have been below freezing during the center's operating hours. Due to the heat not operating, the indoor temperature would have been below 65 degrees.
