Potable Water Lead Testing Requirements
The VDOE recently distributed memos to licensed child day programs, certified preschools and religiously exempt child day centers, sharing the requirement to develop and implement a plan to test potable water pursuant to ? 22.1-289.057 of the Code of Virginia. The VDOE will begin determining compliance with this statute effective January 1, 2025. The memos can be found on the VDOE child care website: www.childcare.virginia.gov.

An unannounced monitoring inspection was conducted from 11:10am - 2:50pm with the director. There were 109 children present with 16 staff supervising. Infant care was observed, and older children were having water play, playing on the playground, eating lunch and napping. Lunch served today: chicken with gravy, mashed potatoes, peas and carrots, bread and milk. Ten child records and six staff records were reviewed along with the emergency drill log, written daily attendance, written allergy list, menu, fire and health inspections, required posted information, and three medications and authorization forms. Standard #: 8VAC20-780-80-A Description: Based on observation, and a review of documentation, the facility failed to maintain a written record of attendance, for each group of children, that documents the arrival and departure of each child in care as it occurs. Evidence: The attendance in the toddler A classroom listed 11 children however 10 children were observed in care. The attendance in the school age classroom listed 19 children however 21 children were observed in care. Plan of Correction: Newly hired staff were retrained on the importance of making sure this is done on the written class roster and not just electronically. Seasoned staff were sent out a general reminder of this requirement. Management will closely monitor the daily attendance twice a day: after 9:30 when all children have arrived and 4:30pm when children begin to leave. This will be done until August 1 or longer if needed until all staff fully understand this requirement.
Standard #: 8VAC20-780-350-B-5 Description: Based on observation, the facility failed to maintain the ratio of one staff for every 18 children, school age eligible up to nine years of age. Evidence: 21 children (ages 6-12) were observed on the playground with one staff when the second staff went inside the building. Plan of Correction: When asked staff what happened, another member of management stepped in for a bathroom break. Management took a child inside to use the bathroom believing the ratio was 1:20. Staff were retrained on proper ratios per age group and the importance of maintaining ratios at all times. Staff involved received documentation on our zero-tolerance policy on child supervision and have been assigned CCEI Training Course ID COA_ero; Course name Zero Tolerance to be completed by July 5.
