The licensing inspector conducted an unannounced complaint inspection in response to a complaint that was received by the department on 6/28/2024 regarding allegations of staff-to-child ratios. The inspection was initiated and completed on July 2, 2024. The inspector was on site from 9:00am to 11:30 am. Interviews with staff were completed, observations were made in the classrooms. Two staff records and 1 child's record were reviewed.
The preponderance of the evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid.

Standard #: 8VAC20-780-350-Q Complaint related: Yes Description: Based on observation and staff interviews, a child was moved to a different classroom which repeatedly disrupted the child's schedule and attachment to the child's staff members.
Evidence: On 7/2/2024 child #1 was observed in a different Preschool 1 classroom. Staff from the Preschool 1 classroom were interviewed.
1. Staff #1 acknowledged that she moved child #1 over to the other Preschool classroom at 8:45 am because she was over ratio. She stated that several children have been moved over the past few weeks to maintain ratios. She said she had been working alone most days in June.
2. Staff #2 arrived and child #1 was moved back to her assigned classroom at 9:10 am. Staff #2 said she worked part time in June so many of the children had to be moved to the other classroom. The children would be moved back to their assigned classroom at 2:00 when she came to work but then were moved back to the other classroom at 4:00 when staff #1 left for the day.
3. Management staff #3 and #4 also acknowledged that they had to move children to the other classroom to maintain the ratios.Plan of Correction: There is 2 full time staff in both the Preschool 1 classrooms now. In the future, when available they will pull floaters to the classrooms to assist with maintaining ratios.
