Licensing standards regarding hazardous substances: 8VAC20-780-280 and lead water testing in 2025.
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. A Subsidy Health and Safety Inspection (SHSI) was conducted 06/24/24 from 11:18am to 1:36pm. A licensing inspection was conducted on the same date as the SHSI inspection. The two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements not covered in licensing standards were reviewed during this supplemental inspection. The information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice and discussed during the exit interview.

Standard #: 8VAC20-790-600-F Description: Based on record review and interview the center failed to ensure that staff who work directly with children shall, in addition to preservice and orientation training, annually attend at least 16 hours of training and staff development activities.
Evidence:
1. Staff #3 and staff 5 did not have documentation of the complete the Virginia 3 hour preservice training.
2. Staff #3 confirmed that there was no documentation of a completed preservice training for Staff #3 and #5.Plan of Correction: 1. Staff #3 completed the 3-hour annual preservice training on July 16, 2024.
2. Staff #5 last completion date of 3-hour preservice training was October 22, 2022.
