Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. An unannounced, on-site monitoring inspection was initiated and completed on 7/17/2024. The on-site inspection began at 9:35 am and ended at 11:10 am. The inspector reviewed compliance
in the areas listed above. There were 66 children present and 12 staff. The inspector reviewed 2 children?s records
and 3 staff records on-site.
This inspection included document review, review of policies and procedures and emergency planning, a tour of the program, interviews and observations.


Information gathered during the inspection determined non-compliance with applicable standards or
law, and violations are documented on the violation notice issued to the program

Violations:
Standard #: 8VAC20-780-270-A
Description: Based on observation, equipment was not maintained in operable condition.

Evidence:

3 vinyl covered play mats and blocks in the Ladybug classroom had rips and tears.

Plan of Correction: Removed during the inspection.

Standard #: 8VAC20-780-280-B
Description: Based on observation hazardous materials were not kept in a locked place using a safe locking method.

Evidence:
Cleaning solution in the Lady Bug bathroom was located in a cabinet without a lock.

Plan of Correction: Corrected during the inspection. The lock was on top of the cabinet. We will remind staff to replace.

Standard #: 8VAC20-780-350-B-2
Description: Based on observation, staff to child ratios for toddlers ( 1 staff :5 children) was not maintained while children were in care.

Evidence:
There were 3 staff supervising 16 children ( ages 16 months-24 months) for approximately 10 minutes during the inspection.

Plan of Correction: The child that is in the classroom today asked to do a slow transition to the next classroom. I would help if needed for ratio but I had to accommodate the inspector.
