Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. An unannounced, on-site monitoring inspection was initiated and completed on July 22, 2024. The on-site inspection began at 11am and ended at 1:20pm. The inspector reviewed compliance in the areas listed above. There were 67 children present and 15 staff. The inspector reviewed 6 children?s records and 5 staff records. This inspection included document review, tour of the facility, interviews, and observations. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-270-A Description: REPEAT VIOLATION
Areas and equipment of the center, inside and outside, shall be maintained in a safe and operable condition.
Evidence:
1. In the school age classroom, there is an approximate 6 inch hole on the ledge of the window sill with small wood pieces fraying from it.
2. In the Pre-K classroom there is a broken plastic basket that poses as a pinching hazard.
3. In the 2-year-old and Pre-K classroom, there are bookshelves with warped and damaged edges in reach of children in care that can be a snagging and/or injury hazard.
4. In the 2-year-old classroom, there are two boxes of disposable gloves on the changing table area that are in reach of the children in care that poses as a suffocation hazard.Plan of Correction: The center responded with the following: The center will put in a work order for the repairs for the 6 inch hole and the tables. The plastic broken baskets were replaced the day of the inspection. The plastic gloves were moved and locked during the inspection.
Standard #: 8VAC20-780-500-B Description: REPEAT VIOLATION
Disposable diapers shall be disposed in a leakproof or plastic-lined storage system that is either foot-operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal. The storage system used to dispose soiled diapers in the toddler and 2 year old classroom both have broken foot-operated lids in which staff confirmed they touch the exterior surface of the garbage during disposal.Plan of Correction: The center responded with the following: Staff will attempt to fix the foot pedal for the garbage bins. Should they not work, new garbage bins for both classrooms will be replaced.

Any vehicle used by the center for the transportation of children shall meet the safety standards set by the Department of Motor Vehicles and shall be kept in satisfactory condition to assure the safety of children. The registration for one of the two transportation vans has an expired tag dated April 2023. The State Inspection for the other van expired on November 2023.Plan of Correction: The center responded with the following: The centers scheduled the state inspection for the following day. The owner will ensure that the State tags are up to date. The center will not drive the vehicle until all tags are up to date.
