An unannounced inspection was initiated on 7/17/2024 and completed on 8/1/2024 in response to a complaint received by the licensing office on 7/15/2024 relating to allegations in the areas of behavior guidance and forbidden action. The inspector reviewed 1 child's records and 5 staff records. This inspection included document review, interviews, and observations.
The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations are documented on the violation notice issued to the program.
Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 8/8/2024. A POC submitted after this date will not appear on the public website.

Standard #: 8VAC20-780-400-B Complaint related: Yes Description: Based on a review of documentation and interview, the center did not ensure that behavioral guidance was constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflicts.
Evidence:
1. In interview, staff reported that on 7/12/2024, two children were told they were not getting a cupcake at a class birthday party due to reported behavioral issues. One child reportedly left for the day before the cupcakes were served and the other child was present when the cupcakes were served and was denied one.
2. Administration acknowledged that the actions taken by the staff were not constructive in nature or intended to redirect the children.Plan of Correction: Teachers were reminded that corrections to behavior need to be discussed with members of management when it requires more than redirection.
Standard #: 8VAC20-780-410-5 Complaint related: Yes Description: Based on a review of documentation and interviews, the center did not ensure that the action of withholding food was forbidden.
Evidence:
1. On July 12, 2024, staff reported that there was a classroom birthday party for a child. They stated that during the classroom celebration, cupcakes that were provided by a parent were served to the class. Child #1 was denied a cupcake.
2. Administration acknowledged that food was withheld from child #1.Plan of Correction: Teachers were redirected about this action not being limited to food on our posted menu.
