Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. An unannounced, on-site monitoring inspection was initiated on completed on August 13, 2024. The on-site inspection began at 9:30am and ended at 12:50pm. The inspector reviewed compliance in the areas listed above. There were 40 children present and 10 staff. The inspector reviewed 5 children?s records and 6 staff records. This inspection included documentation review, tour of the facility, interviews, and observations. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-270-A Description: Areas and equipment of the center outside shall be maintained in a safe and operable condition.
Evidence:
1. In the preschool room, there is a small table with a broken table leg and two screws exposed. This poses as an injury hazard for the children in care.
2. In the preschool and 3 year old classroom, the wires from the Amazon speaker are hanging loosely on a ledge accessible to children.
3. On the toddler playground, there is a 12 inch metal rod in the grass.Plan of Correction: The center responded with the following: The play kitchen was immediately removed from the preschool room and a work order was put in to get it fixed. The wires will be taped or bound together to prevent wires from hanging loosely. The medal rod was removed from the playground.
Standard #: 8VAC20-780-280-B Description: Hazardous substances such as cleaning materials shall be kept in a locked place using a safe locking method that prevents access by children. There were aerosol can air fresheners in each classroom unlocked with a warning label, ?Keep out of reach of children.? The infant room had three bottles of disinfectant in a cabinet that was not locked and in reach of the children in care. Plan of Correction: The center responded with the following: During the course of the inspection, The air fresheners were removed from the classroom and placed in a locked area. The infant room will purchase a new locking system for the cabinet to ensure no access to the children in care.
