Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated on 8/28/2024 and completed on 8/29/2024. The on-site inspection began at 9:15 am and ended at 11:20 am. The inspector reviewed compliance in the areas listed above. There were 18 children present and 6 staff. The inspector reviewed 5 children's records and 4 staff records on-site. This inspection included document review, interviews, and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-140-A
Description: Physical examinations completed by a physician shall be obtained prior to the first day of attendance or within 30 days after the first day of attendance. There was no physical examination in the record of child #3, who had been enrolled for five months.

Plan of Correction: Getting from parent.

Standard #: 8VAC20-780-70
Description: Staff records shall be kept for each staff person. There was no record available for review for staff #5.

Plan of Correction: File was found.

Standard #: 8VAC20-780-500-A
Description: Children?s hands shall be washed with soap and running water after toileting. Staff # 1 changed a child?s diaper in the infant room and did not wash the child's hands.

Plan of Correction: Staff will wash children's hands moving forward.

Standard #: 8VAC20-780-500-B
Description: Disposable diapers shall be disposed in a leakproof or plastic-lined storage system that is either foot-operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal. Staff #1 used their hand to open the plastic-lined storage system to dispose of a diaper.

Plan of Correction: Spoke to staff and it will be corrected.
