Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements.

An unannounced monitoring inspection was completed on 09/03/2024 as a part of licensure period. The on-site inspection began at 1:00pm and ended at 2:50pm. The inspector reviewed compliance in the areas listed above. There were (#) children present and (#) staff. The inspector reviewed 3 children?s records and 6 staff records. This inspection included a document review, tour of facility, interviews, observations and measurements. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-130-A Description: Based on record review the center did not ensure each child had received the immunizations required by the State Board of Health before the child can attend the center.
Evidence:
Child #1 did not have documentation of having all the required immunizations required by the State Board of Health before attending the center.Plan of Correction: The director will obtain documentation of immunizations for the child from the parents and maintain it in the child's record.
Standard #: 8VAC20-780-70 Description: Based on record review the center did not ensure all required information was kept for each staff person.
Evidence:
Six new staff records were reviewed. Each of the 6 staff did not have the following required information in their record: Job title, orientation and dated references.Plan of Correction: The director is in the process of updating staff records. All files will be reviewed and required information will be obtained for each employee.
Standard #: 8VAC20-780-260-B Description: Based on record review the center did not ensure there was an annual health inspection.
Evidence:
The center's last documented health inspection was dated 06/24/2023.Plan of Correction: The director will contact the health department and schedule an inspection.
Standard #: 8VAC20-780-270-A Description: Based on observation the center did not ensure all areas and equipment of the center were maintained in a safe condition.
Evidence:
In one of the children's bathrooms there was a floor tile that was missing and chapped on the edges.Plan of Correction: A work order has already been placed to repair the tile. The director will follow-up with maintenance this week.
Standard #: 8VAC20-780-500-A Description: Based on observation the center did not demonstrate handwashing requirements.
Evidence:
1. Staff in the infant room was observed changing a child's diaper. Staff did not wash hers or the child's hands after the change.
2. Staff in the toddler room was observed changing a child's diaper. Staff did not wash hers or the child's hands after the change. The staff proceeded to change another child's diaper without washing her own hands or the next child's hands.Plan of Correction: The director has a meeting scheduled on the 9th and plans to address handwashing with all staff. Proper diapering technique and requirements will also be reviewed.
