Discussed the following with administrative staff:
1. Background check requirements effective July 1, 2024 for new staff hired after July 1, 2024.
2. Ensure an address is included for staff emergency contact.
3. Requirement for posting of the most current inspection documents and current license.
4. Annual training requirements for staff to include orientation training on safe sleep, abusive head trauma and crying children.
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. An unannounced, on-site renewal inspection was initiated on 09/20/2024 and completed on 09/20/2024. The in-site inspection began at 9:45 am and ended at 1:46 pm. The inspector reviewed compliane in the areas listed above. There were 55 children present and 9 staff. The inspector reviewed 6 children's records and 12 staff records on-site.
This inspection included:

Standard #: 22.1-289.035-A Description: All applicants employees shall undergo a background check every five years thereafter.
1. The most recent criminal record check and central registry check for staff 5 was completed six years ago.
2. The most recent criminal record check for staff 6 was completed six years ago and the central registry check was completed more than five years ago.
3. The most recent criminal record check for staff 7 was completed more than five years ago and the central registry check was completed more than six years ago.
4. The most recent criminal record check for staff 8 was completed more than five years ago.
5. The most recent central registry check for staff 9 was completed more than six years ago.Plan of Correction: Administrative staff stated that all background checks will be updated every five years as required.
Standard #: 22.1-289.035-B-1 Description: Prior to employment staff shall provide a sworn statement or affirmation disclosing whether he has ever been convicted of or is the subject of pending charges for any offense within or outside the Commonwealth and whether he has been the subject of a founded complaint of child abuse or neglect within or outside the Commonwealth.
Staff 2, who has been employed for 13 months, does not have a completed sworn statement or affirmation on file.Plan of Correction: Administrative staff stated that staff 2 will complete a sworn statement or affirmation.
Standard #: 22.1-289.035-B-4 Description: The facility shall obtain a copy of the results of a search of the child abuse and neglect registry or equivalent registry from any state in which the individual has resided in the preceding five years.
Staff 1, who has been employed for 32 months, does not have a search of the child abuse and nglect registry from another state she has resided in within the past five years.Plan of Correction: Administrative staff stated that the out-of-state background check will be requested.
Standard #: 8VAC20-780-160-C Description: At least every two years from the date of the first initial screening or testing, staff members shall obtain and submit the results of a follow-up tuberculosis screening.
Staff 3 has not obtained an updated TB screening as the most recent screeing was completed 3 years ago.Plan of Correction: Administrative staff stated that an updated TB screening will be obtained for staff 3.
Standard #: 8VAC20-780-240-A Description: The Virginia Department of Education-sponsored orientation course shall be completed within 90 calendar days of employment.
1, The following staff do not have documentation that they have completed the Virginia Department of Education-sponsored orientation course.
a. Staff 1 - employed for 32 months;
b. Staff 2 - employed for 13 months;
c. Staff 3 - employed for 33 months;
d. Staff 4 - employed for 17 months.Plan of Correction: Administrative staff stated that all staff are in the process of completing this training.
Standard #: 8VAC20-780-430-C Description: Play equipment used by children shall have no pinch points.
The steering wheel on the preschool outdoor play structure was loose creating a pinch point when the wheel moved back and forth from the metal attachment.Plan of Correction: The steering wheel was repaired during the inspection.
