Technical Assistance:

Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated on 09/25/2024 and completed on 09/25/2024. The on-site inspection began at 9:45 am and ended at 12:30 pm. The inspector reviewed compliance in the areas listed above. There were 42 children present and 7 staff. The inspector reviewed 6 children's records (on-site) and 7 staff records electronically on 09/27/2024, 10/01/2024, 10/02/2024 and 10/4/2024.

The inspection included:
*Document Review ( Injury logs, policies and procedures, emergency drill logs, medication administration logs and authorization forms;
*Tour of the Facility;
*Interviews ;
*Observations of classroom activities.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Violations:
Standard #: 22.1-289.058
Description: Each building that was built before 2015 and that houses a child day program that is licensed and serves preschool-age children shall be equipped with at least one carbon monoxide detector.

The facility did not have a carbon monoxide detector.

Plan of Correction: Administrative staff stated that a carbon monoxide detector has been installed.

Description: The following nonmedical emergency supplies shall be required:
One working, battery operated radio in each building used by children.

The battery operated radio was not working.

Plan of Correction: Administrative staff stated the new batteries were purchased for the radio.
