During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation

Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Please review standards 500 on handwashing and toileting procedures.

Comments:
An unannounced, on-site renewal inspection was initiated and completed on 9/30/24. The on-site inspection began at 10:50 am and ended at 12:50 pm. The inspector reviewed compliance in the areas listed above. There were 40 children present and 9 staff. The inspector reviewed 5 children?s records and 6 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program

Violations:
Standard #: 22.1-289.035-B-2
Description: National fingerprint background checks must be obtained prior to employment.

Staff A's fingerprint background check were obtained 3 weeks after employment.

Plan of Correction: We will remember to obtain the background checks prior to employment.

Standard #: 22.1-289.035-B-4
Description: Out of state sex offender registry searches must be completed for each state an individual has resided in the past five years prior to employment.
Out of state child abuse and neglect searches must be requested prior to employment.

There was no sex offender search obtained for staff A prior to employment nor was there an out of state child abuse and neglect search requested prior to employment.. Staff A has been employed for six weeks and has lived in an other state in the last five years.

Plan of Correction: We will remember to request the out of state background checks prior to employment.

Standard #: 8VAC20-780-260-A
Description: The center shall provide to the licensing representative an annual fire inspection report from the appropriate fire official having jurisdiction.

The fire inspection report was dated 8/14/23, which was more than a year old.

Plan of Correction: We will contact the local authorities and request a fire inspection.

Standard #: 8VAC20-780-500-B
Description: The diapering surface shall be cleaned with soap and water and sanitized after each use.

The diapering surface in the infant room was not cleaned with soap and water nor sanitized by spraying a disinfectant solution and allowing it to air dry on the surface for at least 2 minutes.

Plan of Correction: We will make sure to clean the diapering surface with soap and water and then sanitize the surface.

Standard #: 8VAC20-780-570-E
Description: Prepared infant formula or milk shall be dated and labeled with the child's name.

The breast milk for child A was not dated.

Plan of Correction: We will make sure to date the bottles.
