Technical Assistance:
Licensing standards regarding Immunizations (8VAC20-780-130), Physical Plant (8VAC20-780-270) and lead water testing in 2025 were discussed with the director.

Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated on October 18, 2024 and completed on October 18, 2024. The on-site inspection began at 12:20pm and ended at 1:36pm. The inspector reviewed compliance in the areas listed above. There were 10 children present and 4 staff. The inspector reviewed 4 children?s records and 3 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program. Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 11/5/2024. A POC submitted after this date will not appear on the public website.

Violations:
Standard #: 8VAC20-780-280-B
Description: Hazardous substances such as cleaning materials and pesticides shall be kept in a locked place using a safe locking method that prevents access by children.
The cabinet under the sink in the children?s bathroom was unlocked and had various cleaning materials stored in it with the warning labels, ?Keep out of reach of children.?

Plan of Correction: Director reminded the teachers to push the cabinet all the way closed.

Standard #: 8VAC20-780-440-E
Description: There shall be at least 12 inches of space between occupied cots, beds, and rest mats.
Five children were observed napping and three of the five children?s mats were touching one another.

Plan of Correction: Mats were spaced further apart.

Standard #: 8VAC20-780-440-J
Description: There shall be at least twelve inches of space between the sides and ends of occupied cribs except where they touch the wall.
Three occupied cribs had approximately three inches of space in between.

Plan of Correction: Reminded teachers to space cribs more even when cribs shift and when removing a baby from the crib.
