Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. An unannounced, on-site monitoring inspection was conducted on 11/18/24 from 10:25 am to 12:00pm. The inspector reviewed compliance in the areas listed above. There were 40 children present and 8 staff. The inspector reviewed 3 children?s records and 2 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations.
Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Standard #: 22.1-289.035-B-4 Description: The center must submit prior to the first day of employment, a criminal history record information check, a sex offender registry check, and a search of the child abuse and neglect registry or equivalent registry from any state in which the individual has resided in the preceding five years.
Staff # 1 has been employed at the center for three weeks. Staff # 1's record indicates that they have resided outside of Virginia in the last 5 years. A criminal record check request, a sex offender registry check, and a request of the child abuse and neglect registry was not submitted prior to the first day of employment.Plan of Correction: The CRC and child abuse and neglect will be submitted today. The sex offender search result was obtained during the inspection.
Standard #: 8VAC20-780-70 Description: Complete staff records must be kept for each staff person.
Staff # 2 has been employed at the center for two months and two weeks. Staff # 2's record only had documentation of one of two required reference checks.Plan of Correction: The reference check will be obtained and kept on file.
Standard #: 8VAC20-780-520-A Description: All over-the-counter skin products shall not be kept or used beyond the expiration date of the product.
A diaper rash cream was found in the Infant classroom with an expiration date of 3/2024.Plan of Correction: The diaper cream was discarded during the inspection.
