Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated on November 26, 2024 and was completed remotely December 3, 2024. The on-site inspection began at 2:50 p.m. and ended at 4:10 p.m. The inspector reviewed compliance in the areas listed above. There were 65 children present and 13 staff. The inspector reviewed 5 children's records on-site and 5 staff records electronically. This inspection included document review, tour of the facility, interviews, and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five business days from today, which will be the close of business on December 12, 2024. A POC submitted after this date will not appear on the public website.

Violations:
Standard #: 8VAC20-780-270-A
Description: The center shall ensure that areas and equipment of the center, inside and outside, are maintained in a clean, safe and operable condition. Several rooms in the center contained walls with chipped and peeling paint. An infant classroom had a wall with exposed drywall.

Plan of Correction: The Senior Director of Facilities was notified. They will be painting the classrooms and repairing the exposed drywall.

Description: If hazardous substances are not kept in original containers, the substitute containers shall clearly indicate their contents. A bleach bottle with no label and containing a cleanser other than bleach, was on the floor in an unlocked bathroom in the infant room.

Plan of Correction: All teachers will do a morning safety inspection of their classrooms, including the bathrooms, each day to ensure there aren't any hazardous substances out and accessible to the children.

Description: Disposable diapers shall be disposed in a leakproof or plastic-lined storage system that is either foot-operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal. Diapers were disposed of in an trashcan with no lid in a toddler room.

Plan of Correction: All bathrooms will have a foot-operated trashcan with a lid for soiled diapers.
