Technical Assistance:
Licensing standards regarding nutrition and food services and lead water testing in 2025 were discussed with the director.

Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated on December 12, 2024 and completed on December 12, 2024. The on-site inspection began at 2:06pm and ended at 3:35pm. The inspector reviewed compliance in the areas listed above. There were 11 children present and 2 staff. The inspector reviewed 5 children?s records and 4 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program. Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 12/27/2024. A POC submitted after this date will not appear on the public website.

Violations:
Standard #: 22.1-289.035-B-3
Description: The center must request a search of the central registry prior to the employee's first day of employment. Staff #2, who had been employed for 8 months, did not have a central registry search requested.

Plan of Correction: A request for a search of central registry was sent prior to staff# 4 first day. The request was misplaced or never delivered. To correct this, I personally drove to Richmond on Friday December 20th. I will follow up with them in a week if I have not received results.

Standard #: 8VAC20-780-70
Description: Staff records shall include documentation of education. Staff #1 who has been actively working at the center for at least 11 months, did not have documentation of education.

Plan of Correction: Documentation of education will be place in staff file.

Standard #: 8VAC20-780-280-B
Description: Hazardous substances such as cleaning materials shall be kept in a locked place using a safe locking method that prevents access by children. A gallon size bottle of hand sanitizer with the label ?keep out of reach of children? was unlocked on a shelf accessible to children.

Plan of Correction: The hand sanitizer was removed and placed in a locked area.

Standard #: 8VAC20-780-350-B-1
Description: The staff-to-children ratios for children in care ages birth to 16 months is 1 staff for 4 children.
The classroom had 5 children from ages 8 months to 24 months and 1 staff, where 2 staff would have been required.

Plan of Correction: In the future I will assure that the cots are spaced

Standard #: 8VAC20-780-350-M
Description: One staff member shall not supervise more than one room or area during rest time. Staff #3 was observed supervising both the toddler and pre-k room alone during rest time.

Plan of Correction: In the future I will assure that the staff is seated directly inside the 2 feet gate.

Standard #: 8VAC20-780-500-A
Description: Children's hands shall be washed with soap and running water or disposable wipes before and after eating meals or snacks. The children did not wash their hands before eating snack.

Plan of Correction: In the future, I will assure staff take all children to bathroom to was their hands before snack.
