During the inspection, the inspector reviewed the areas listed to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.
- Technical Assistance:

Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Standard #: 22.1-289.035-B-4 Description: The center is required to obtain background checks from any state in which the individual has resided in the preceding five years.
Staff #5, employed for more than four months, did not have documentation of requesting a criminal history check from one state. The request of the central registry for that state was dated three months after the date of employment. The out-of-state background checks must be requested prior to employment.Plan of Correction: The missing background check will be requested. In the future, out-of-state background checks will be requested prior to employment.
Standard #: 8VAC20-780-160-A Description: Documentation of a negative tuberculosis (TB) screening must be submitted at the time of employment, before coming into contact with children, and shall have been completed within the last 30 days of the date of employment.
The TB in the record of Staff #4 was dated 36 days prior to the date of employment.Plan of Correction: In the future, a TB that is dated more than 30 days prior to employment will not be accepted.
Standard #: 8VAC20-780-60-A Description: Each center shall maintain and keep at the center a separate record for each child enrolled that contains all of the required information.
The record of Child #1 (enrolled for six months) and the record of Child #2 (enrolled for 18 months) were missing the address of the two designated people to call in an emergency if a parent cannot be reached.Plan of Correction: The missing information will be obtained when the children are picked up. The center is conducting annual updates at this time and will ensure all information is captured for all students.
Standard #: 8VAC20-780-240-A Description: Staff are to complete the VDOE sponsored online orientation course within 90 days of employment.
Staff #3 completed the course four months late.Plan of Correction: Corrected. In the future, staff will complete the training on time.
Standard #: 8VAC20-780-500-B Description: Disposable diapers shall be disposed in a leakproof or plastic-lined storage system that is either foot-operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal.
The foot-operated trashcan in the diapering area used in the Infant classroom was broken. The trashcan could not be opened with the foot portion and staff had to touch the lid in order to dispose of soiled diapers.Plan of Correction: A new trash can was purchased.
