During the inspection, the inspector reviewed the areas listed above, to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Technical Assistance:
Effective January 1, 2025, the VDOE will begin determining compliance with 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements. Comments:
An unannounced, on-site monitoring inspection was initiated on 1/8/25 and completed on 1/8/25. The on-site inspection began at 2:00pm and ended at 3:15pm. The inspector reviewed compliance in the areas listed above. There were 12 children present and 3 staff. The inspector reviewed 5 children's records and 4 staff records on-site. This inspection included document review, a tour of the facility, interviews and observations. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-270-A
Description: Areas and equipment of the center shall be maintained in a safe and operable condition.

The center's fire alarm system has been inoperable for a period of over six months.

Plan of Correction: The center responded with the following: A service date to repair the fire alarm system has been scheduled with the fire alarm company for 1/13/25. The center has been on fire watch since September 2024 and center management walks the entire building every thirty minutes to ensure there is no risk of fire. A fire watch log is completed every day to document the times of the walks and is up to date.

Description: Hazardous substances such as cleaning materials shall be kept in a locked place using a safe locking method that prevents access by children.

There was a can of air freshener, a spray bottle of sanitizer and a spray bottle of disinfectant on an open shelf in the staff bathroom. The staff bathroom is connected to the infant/toddler classroom and the doors to the bathroom were not locked.

Plan of Correction: The center responded with the following: The cleaning materials were removed from the bathroom and placed in a locked closet at the time of the inspection. The staff bathroom is not used by children and the cleaning materials were on a high shelf out of reach of children.
