22.1 Early Childhood Care and Education
During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Effective January 1, 2025, the VDOE will begin determining compliance with ? 22.1-289.057 of the Code of Virginia, which is legislation passed by the General Assembly in 2020. The law requires all licensed child day programs, religious exempt child day centers that serve preschool age children, and certified preschools to test potable drinking water. The law requires that programs submit their plans and test results to the Virginia Department of Health Office of Drinking Water (VDH ODW) and the Superintendent. If the results of the testing indicate elevated lead levels, the program shall remediate, retest, and resubmit results to VDH ODW and the Superintendent. There is an additional alternative bottled water option that comes with additional requirements.

An unannounced, on-site renewal inspection was initiated and completed on 1/16/25. The on-site inspection began at 11:45am and ended at 2:05pm. The inspector reviewed compliance in the areas listed above. There were 30 children present and six staff. The inspector reviewed five children?s records and three staff records on-site. This inspection included document review, tour of the facility, interviews,
and observations. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.
Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 1/23/25. A POC submitted after this date will not appear on the public website.

Standard #: 8VAC20-780-60-A Description: Each center shall maintain and keep at the center a separate record for each child enrolled that contains all of the required information.
The record for Child B, enrolled for more than eight weeks, was missing the work place and phone number for both parents. The record for Child C, enrolled for one week, was missing the work place and phone number for one parent. The record for Child D, enrolled for more than three months, was missing the work place and phone number for both parents.Plan of Correction: Workplace and phone number were added to every child's file for each guardian.
Standard #: 8VAC20-780-80-A Description: (Repeat Violation) For each group of children, the center shall maintain a written record of daily attendance that documents the arrival and departure of each child in care as it occurs.
At approximately 11:55am on 1/16/25, three children were observed in the ?Toddlers? class. The attendance record contained documentation of two children present.Plan of Correction: Reviewed attendance procedure with all staff members.
Standard #: 8VAC20-780-580-C Description: The center shall ensure that during transportation of children Virginia state statues about safety belts and child restraints are followed as required by 46.2-1095 through 46.2-1000 of the Code of Virginia.
The code requires booster seats for children up to age eight who are transported by van. The center?s van did not contain booster seats and staff reported that two six-year-old children are regularly transported.Plan of Correction: Booster seats were installed in the vehicle.
