During the inspection, the inspector reviewed the areas listed above. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

An unannounced inspection was initiated on 12/23/2024 and completed on 03/03/2025 with local agencies in response to a complaint received by the licensing office on 12/19/2024 relating to allegations of forbidden action. The inspector reviewed one child?s records and two staff records on-site. This inspection included document review, interviews, and observations.
The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations are documented on the violation notice issued to the program.
Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 03/19/2025. A POC submitted after this date will not appear on the public website.

Standard #: 8VAC20-780-40-E Complaint related: Yes Description: The operational responsibilities of the licensee shall include ensuring that the center's activities and services are maintained in compliance with the center's own policies and procedures that are required by the standards.
The center?s policy for inappropriate redirection states, ?No staff member is permitted to utilize any of the following means of punishment or redirection towards any child: Hitting, shaking, biting, pinching, pulling, pushing, the use of physical force, or inflicting any other form of corporal punishment to hurt a child.? On 12/16/2024, staff #1 and staff #2 were supervising a group of toddlers during snack time. Child #1 threw their cup on the floor where staff #1 grabbed the hand of child #1 and tapped the child?s hand.Plan of Correction: Staff #1 was immediately placed on administrative leave until an investigation was completed.
Staff # 1 is no longer with the company.
Standard #: 8VAC20-780-400-B Complaint related: Yes Description: Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.
On 12/16/2024, child #1 threw their cup on the floor during snack time. Staff #1 took the child and placed them back in the chair, grabbed the hand of child #1 and tapped the hand of the child to redirect behavior stating to the child, "that's not what we do."Plan of Correction: Management has conducted a retraining at our staff meeting on: 1/22/25, of VDOE?s regulation and LCG s policy on positive guidance and redirection
Standard #: 8VAC20-780-410-1 Complaint related: Yes Description: The following acts are forbidden: physical punishment, striking a child, roughly handling or shaking a child, restricting movement through binding or tying, forcing a child to assume an uncomfortable position, or exercise as punishment.
On 12/16/2024, child #1 threw their cup on the floor during snack time where staff #1 grabbed the hand of child #1 and tapped the child?s hand and stated ?that's not what we do?.Plan of Correction: We will have monthly training on LCG?s policies on positive guidance and redirection.
