During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Technical Assistance:
* Standard 8VAC20-780-340 D (for CDCs) requires a staff member that meets the qualifications of a program leader or program director to be `regularly present? in each grouping of children. As stated in the exception in 8VAC20-780-340 E, a program leader is not required in each grouping of children during the first and last hour of operation when a center operates more than six hours per day and during the designated rest period (nap time) if certain requirements are met. The standards do not provide additional exceptions or occurrences when it is acceptable for a program leader to not be present. However, it is reasonable to permit flexibility during short breaks (e.g., a restroom break).

* Discussion (for CDCs) that the Code of Virginia defines school age as five by September 30th (? 22.1-1). A child who will turn 5 by September 30 within the current year is considered school-age on the day following the last day of the school year of the school division in which the child resides, typically in May or June. A preschool class that operates in the summer months in which all of the children turn 5 by September 30 is not required to follow standards specific to preschool-aged children. For example, the ratio in the group can change from 1:10 to 1:18 regardless of whether the class is called ?preschool,? because all the children in the group are school-aged.

Comments:
An unannounced, on-site monitoring inspection was initiated and completed on 06/04/2025. The on-site inspection began at 1 pm and ended at 3:30 pm. The inspector reviewed compliance in the areas listed above. There were (28) children present and (5) classroom staff. The inspector reviewed (5) children?s records and (5) staff records on-site on 06/04/2025.

This inspection included: document review (i.e. Files, injury logs (none), policies and procedures, emergency drill logs); tour of the facility; interviews; and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-210-A-4-b
Description: Within six months before being promoted or beginning work or one month after being promoted or beginning work, a minimum of 24 hours of training shall be received related to the care of children.

Staff #2 completed 20 hours of training during the 6 month period prior to their promotion on 05/12/2025.

Plan of Correction: Staff #2 did complete 24 hours of training between 06/19/2024 to 10/18/2024, but was not promoted at that time.

Standard #: 8VAC20-780-500-B
Description: The diapering surface shall not be used for children's activities.

The daily attendance chart, blocks, and a story book was observed not in use on the diapering surface.

Plan of Correction: Corrected on the date of inspection. All items were removed from the diapering table.

Standard #: 8VAC20-780-550-G
Description: Documentation shall be maintained of emergency evacuation (fire drills), shelter-in-place, and lockdown drills.

The fire drill conducted in May 2025 was not recorded on the center's posted log.

Plan of Correction: This drill will be documented on our log. All future drills will be documented directly after they are practiced.
