Comments:
An unannounced inspection was initiated on 6/17/2025 and completed on 6/30/2025 in response to a complaint received by the licensing office on 6/12/2025 of allegations related to programming. This inspection included document review and interviews. The preponderance of evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law, and the violations are documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-380-A-1
Complaint related: No
Description: Centers shall include opportunities for outdoor activity for toddlers and preschoolers, weather and air quality allowing, for at least one hour per day if the center operates more than five hours per day.

During a three week period reviewed, toddlers and preschoolers were not provided an hour of outdoor activity per day. Transition reports for Child #1, who attended approximately 8 hours per day in Classroom 1 indicate outdoor time provided on 7of 13 days attended in the three week period. On the days during which Child #1 was provided outdoor activity, Child #1 was not provided outdoor activity for the minimum amount of one hour per day.

Transition reports for Child #2, who attended approximately 9 hours per day in Classroom 2 indicate outdoor time provided on 6 of 12 days attended in the three week period. On the days during which Child #2 was provided outdoor activity, Child #2 was not provided outdoor activity for the minimum amount of one hour per day.

Staff reported outdoor activity "doesn't happen every day, happens when we can." Staff reported that days children do not go outside often happen due to lesson plans taking longer than the time allotted and the classroom missing their designated time to use the playground.

Plan of Correction: The center will review information with staff regarding providing children with daily outdoor activity. Administration will work with staff on classroom management and prioritizing outdoor time in the daily schedule. Administration will also prioritize ensuring children are provided outdoor time in the morning during the summer months.
