An unannounced inspection was initiated on July 31, 2025 and completed on August 22, 2025 in response to a complaint received by the licensing office on July 29, 2025 relating to allegations of supervision. The inspector reviewed two children?s records and two staff records on-site. This inspection included document review, interviews and observations.
The preponderance of evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law, and the violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-350-B-3 Complaint related: Yes Description: The staff-to-children ratio of 1 staff for every eight children two to three years of age is required whenever children are in care.
In the 2A classroom, from July 1 through July 31, 2025, four out of twenty attendance records documented more than eight children with one staff member.
In the 2B classroom, from July 1 through July 31, 2025, ten out of twenty attendance records documented more than eight children with one staff member.Plan of Correction: Schedules have been adjusted to cover the unexpected early arrival of children. Managers will cover unexpected call outs.
