An unannounced inspection was completed on 09/24/2025 in response to a self report t received by the licensing office on 09/03/2025 relating to allegations of Programs. The inspector reviewed 1 child's record and 3 staff records. This inspection included: document review, and interviews.
The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-410-1 Description: Roughly handling children is a forbidden action. On 09/02/2025 at approximately 5:15pm Staff A used rough handling to discipline 3 year-old Child #1 by grabbing them by the arm to make them sit on the playground bench. Pictures and 3 witnesses confirmed the child's arm had a large red mark. Plan of Correction: The staff member was immediately put on administrative leave while the center investigated. The staff member will be terminated and not return to the center. The director will speak with all staff about positive behavioral guidance and how to use positive redirection and not forbidden actions.
