8VAC20-780 Programs.
During the inspection, the inspector reviewed the areas listed above. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

An unannounced inspection was initiated and completed on 12/3/2025 in response to a complaint received by the licensing office on 12/2/2025 relating to allegations of behavioral guidance and supervision. This inspection included document review, tour of the facility, interviews, and observations. The preponderance of evidence gathered during the investigation does not support the allegations; therefore, the complaint is determined to be not valid. Though not a part of the original complaint, violations that were not reported were found related to ratio and are documented on the violation notice issued to the program.
Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 1/15/2026. A POC submitted after this date will not appear on the public website.

Standard #: 8VAC20-780-350-B-4 Complaint related: No Description: The required ratio for children ages three up to school age eligible is one staff per 10 children.
Staff #1 was the only staff supervising 18 children (youngest child four years old) from approximately 3:53pm-4:30pm.Plan of Correction: Center has received documentation from 5 year old families that state their acceptance to have their 5 yo transition to a 1:18 ratio classroom (temporarily) in the last 1.5 hours of building operation.
