An unannounced inspection was initiated and completed on December 17, 2025 in response to a complaint received by the licensing office on December 17, 2025 relating to allegations of programs, special care provisions and emergencies. The inspector reviewed four children?s records on-site. This inspection included document review, tour of the facility, interviews, and observations.
The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law, and the violations are documented on the violation notice issued to the program.

Standard #: 8VAC20-780-500-A Complaint related: Yes Description: Staff shall wash their hands after a diaper change and children's hands shall be washed after toileting. Staff in the infant room did not wash her hands or the child's hands after completing a diaper change. Staff in the 2's room did not wash her hands after completing a diaper change. Plan of Correction: Staff were reminded of diapering procedures. Director will have a meeting with all staff and model for them the appropriate procedures for diapering to include hand washing, cleaning and sanitizing the diapering surface.
Standard #: 8VAC20-780-500-B Complaint related: Yes Description: The diapering surface shall be cleaned with soap and at least room temperature water and sanitized after each use. Staff in the infant room did not clean and sanitize the diapering surface after completing a diaper change. Staff in the 2's classroom cleaned the diaper changing surface and sprayed it with a bleach water solution, but did not allow it to dry for a period of at least two minutes. Plan of Correction: Staff were reminded of diapering procedures. Director will have a meeting with all staff and model for them the appropriate procedures for diapering to include hand washing, cleaning and sanitizing the diapering surface.
