This chapter replaces 8VAC20-770, Background Checks for Child Day Programs and Family Day Systems; 8VAC20-820, General Procedures and Information for Licensure; and 8VAC20-830, Fee Requirements for Processing Applications.

An unannounced, on-site monitoring inspection was initiated and completed on 02/05/2026. The on-site inspection began at 12:25 p.m. and ended at 3:00 p.m. The inspector reviewed compliance in the areas listed above. There were 30 children present and 7 staff. The inspector reviewed 5 children?s records and 5 staff records on-site. This inspection included document review, tour of the facility, interviews, observations, and measurements.
A subsidy health and safety inspection (SHSI) was conducted in conjunction with the licensing inspection. Subsidy standards that are not covered in licensing standards were reviewed during this SHSI, and this single inspection report reflects findings related to licensing standards and subsidy standards.
Information gathered during the inspection determined noncompliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Standard #: 22.1-289.035-A Description: The center is required to have employees undergo a background check every five years.
The most recent sworn disclosure statement for Staff 3 was overdue by one year.Plan of Correction: Provider obtained a new sworn statement during the inspection.
Standard #: 8VAC20-780-70 Description: Documentation of at least 2 references to character, reputation, and competency are to be checked prior to employment.
Staff 1, who has been employed for nine months, did not have any completed reference verifications on file.Plan of Correction: Provider obtained references during the inspection.
Standard #: 8VAC20-780-440-L Description: Pillows and filled comforters shall not be used by children under two years of age.
Child 6 (13months) was using a pillow at rest time.Plan of Correction: Children under 2 years will not use a pillow.
