Technical Assistance:
Reviewed requirements for determining when staff are permitted to administer children's medications.

Comments:
An unannounced monitoring inspection was conducted today. There were 56 children in care, with a total 8 staff assigned to their direct supervision. Children's records, staff training, staff records, children's medications, the physical plant, administrative documents, and emergency preparedness items. The children were observed playing basketball, playing group games, eating snack, and swimming. This inspection was completed between approximately 10:00am and 1:00pm. Violations:
Standard #: 22VAC40-185-60-A
Description: Based on a review of children's records, it was determined that two records were not complete. Evidence: 1 - Child record C and child record D do not include the information for a second emergency contact person. 2 - Child C, child D, child G, and child H do not have individual separate files. For these children, the sibling files have been combined into one file.

Plan of Correction: 1 - The parent will be asked for the missing information. 2 - The files will be separated into complete files for each child.

Standard #: 22VAC40-185-80-A
Description: Based on a review of attendance records, it was determined that although the written attendance was correct, one group leader was not aware of the exact number of children in his care. Evidence: In the Sharks group, there were 5 children present and in care. When the Inspector asked the Sharks counselor how many children were present in his care, he answered "about 5 kids."

Plan of Correction: All staff will be reminded the importance of always knowing exactly how many children are in their care.

Standard #: 22VAC40-185-340-F
Description: Based on observations, it was determined that one child was beyond the sight and sound supervision of staff members. Evidence: The camp operates in one half of an indoor large gym/basketball court. This court is separated in half by a large black floor to ceiling net. One child was observed walking along the net on the half of the court that is not used by the summer camp program. This child was walking to the water fountain without the accompaniment of a staff member. While walking, this child was beyond sight and supervision of any staff members. In addition, staff members were not aware that the child had left the camp side of the room to walk to the water fountain.

Plan of Correction: All staff members will be reminded to always have children in sight/sound supervision. If a child leaves the camp side, a staff person will also be standing in a place where they can observe the child walk to the water fountain.

Standard #: 22VAC40-185-510-C
Description: Based on a review of children's medications, it was determined that one medication authorization was not completed as required. Evidence: One child's over-the-counter medication authorization does not include specific dosage instructions nor specific information indicating the symptoms that must be present in order to determine the need for the medication.

Plan of Correction: The parent will be asked to correct the form.

Standard #: 22VAC40-185-550-D
Description: Based on a review of emergency drill documentation, it was determined that the camp has not conducted an emergency evacuation drill each month. Evidence: The camp program did not conduct an evacuation drill during the month of June, 2019.

Plan of Correction: We will remember to do a fire drill every month.

Standard #: 22VAC40-185-560-N
Description: Based on observations, it was determined that one child was permitted to drink while walking around. Evidence: The Inspector observed one child walking around while drinking from a juice box.

Plan of Correction: All staff will be reminded to make sure children sit down to eat and/or drink.
