Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on June 26, 2020 and concluded on June 26, 2020. The director was contacted by telephone to initiate the inspection. There were no children present and two staff. The inspector emailed the director a list of items required to complete the inspection. None of the children's records were available for the camp beginning in July. The Inspector reviewed five staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-550-E
Description: Based on a review of emergency drills conducted during the past year, and an interview with administrative staff, the camp failed to maintain a record of the dates of the practice drills for one year. Evidence: Administrative staff confirmed that emergency drills for evacuation and shelter-in-place were practiced in 2019. However, the record was not available for review. Administrative staff indicated that the record was kept in a binder near the emergency supplies in the front sports room area and the record has not been located.

Plan of Correction: The administrative staff will maintain a hard copy and a digital copy of emergency practice drills. The hard copy will be stored in a secure area when the summer camp ends each year.

Standard #: 63.2(17)-1720.1-B-3
Description: Based on a review of five records for staff, and an interview with administrative staff, the administrative staff failed to obtain the required searches of child abuse registries in other states that two staff resided in during the preceding five years. Evidence: Staff member 3 and 5 began working for the licensed program on June 20, 2019. Staff member 5 listed two states other than Virginia that were resided in during the past five years and administrative staff indicated that both findings were obtained. However, only one out-of-state child abuse registry clearance was located in the file. Administrative staff recently contacted the state of the missing record and could not obtain a copy that was sent to the camp program. Staff member 3 listed one state that was resided in during the previous five years and administrative staff indicated that the request was not sent.

Plan of Correction: The administrator will arrange for the out-of-state child abuse registry search requests to be sent as staff return to work for the camp sessions in July. A copy of the request forms, and the date they are sent, will be maintained in the files for staff member 3 and 5. Also, this documentation will be sent to the licensing inspector. Upon receipt, the findings will be shared with the licensing inspector and the findings will be viewed and filed in each staff record. In the future, out-of-state background checks will be requested in a timely manner and obtained within forty-five days of the request.
