Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was initiated on 7/6/20 and concluded on 7/7/20. The director was contacted by telephone to initiate the inspection. There were 13 children present and 2 staff. The inspector reviewed with the director a list of items required to complete the inspection. The Inspector reviewed 2 children?s records and 2 staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-70-A
Description: Based on a review of staff records, it was determined that one record does not include all required information.
Evidence:
Staff record A does not include documentation of two completed reference checks.

Plan of Correction: I will complete the reference checks.

Standard #: 22VAC40-185-240-A
Description: Based on a review of staff training documents, it was determined that one staff person has not received all required training by the end of their first day of assuming job responsibilities.
Evidence:
There is no documentation to show that staff B has completed First Day Orientation training.

Plan of Correction: The training will be completed and documented tomorrow.

Standard #: 22VAC40-185-240-D-5
Description: Based on a virtual review of staff training documents, it was determined that there has not been at least one staff person with current Daily Health Observation training on site at all times children have been in care.
Evidence:
The licensed program opened for the care of children on Monday, June 29, 2020. At least one child has been in care each day since that opening date. Of the 4 staff members who have been working with the children daily, none held current Daily Health Observation training between the dates of 6/29/20-7/6/20.

Plan of Correction: I completed the online training course this morning. Moving forward I will make sure at least one staff person with DHO training is on site at all times.

Standard #: 22VAC40-185-550-D
Description: Based on a review of emergency drill documentation, it was determined that the program did not conduct at least one emergency evacuation drill each month during the 2019 summer camp months. The program also did not conduct at least 2 shelter in place drills.
Evidence:
The 2019 camp evacuation drill record indicates that the program did not complete a fire evacuation drill during the month of August, 2019. This record also indicates that the camp program did not practice any shelter-in-place drills during the 2019 summer camp period.

Plan of Correction: I will make sure a fire drill is practiced each month this year. I will also make sure we do 2 shelter drills this summer.
