Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A subsidy health and safety initial inspection was initiated on 2/5/21 and concluded on 2/8/21. The provider was contacted by telephone to initiate the virtual inspection. A virtual tour was taken of the home. The inspector provided the provider a list of items required to complete the inspection. The Inspector reviewed the administrator?s records submitted by the provider to ensure documentation was complete.
Information gathered during the inspection determined non-compliance with subsidy regulations and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-665-400-B-3
Description: Based on a review of the emergency preparedness plan, the provider failed to ensure the evacuation and relocation procedures contained all the required components.

Evidence:

1. The plan did not contain a procedure to secure parent contact information.
2. The plan did not contain a procedure to reunite children with a parent or authorized person designated by a parent to pick up the child.

Plan of Correction: The emergency plan will be updated to include the required information.

Standard #: 22VAC40-665-400-B-4
Description: Based on a review of the emergency preparedness plan, the provider failed to ensure the shelter-in-place procedures contained all the required components.

Evidence:

1. The plan did not contain a procedure to secure essential documents such as but not limited to: attendance record, parent contact information & health supplies carried to designated assembly point.
2. The plan did not contain a procedure to reunite children with a parent or authorized person designated by a parent to pick up the child.

Plan of Correction: The emergency plan will be updated to include the required information.

Standard #: 22VAC40-665-400-B-5
Description: Based on a review of the emergency preparedness plan, the provider failed to ensure the lockdown procedures contained all the required components.

Evidence:

1. The plan did not contain a method to account for all children in the lockdown location.
2. The plan did not contain a procedure to reunite children with a parent or authorized person designated by a parent to pick up the child.

Plan of Correction: The emergency plan will be updated to include the required information.

Description: Based on a review of the emergency plan, the provider failed to ensure the plan included drill frequency and plan review and update.

Evidence:

The emergency plan did not contain a procedure to practice emergency drills and did not contain a plan to review and update the emergency plan.

Plan of Correction: The emergency plan will be updated to include the required information.

Description: Based on a review of the emergency plan, the provider failed to include a plan for continuity of operations procedures to ensure that essential functions are maintained during an emergency.

Evidence:

The emergency plan did not include a procedure for continuity of operations procedures to ensure that essential functions are maintained during an emergency.

Plan of Correction: The emergency plan will be updated to include the required information.
