Technical Assistance:
Discussion was held on the topics of current enrollment, current staffing, and the modification of the current license to reflect the new address of the Family Day Home. Both the capacity and age range shall remain the same. Discussion of the backyard area and the need to increase the height of the fence due to the water hazard that is directly on the other side of the play area. The Provider hopes to move into the large downstairs area and have the parents use this back entrance. A strong effort will be needed to remind everyone to shut the security gate behind them, thus limiting access to areas beyond the fenced in backyard. A total of two single gates and one double gate was located in the backyard. All three gates will need to be closed (shut) when this area is accessed by the children in care. In addition, mounted gates will need to be installed to prevent access to the deck. The deck also has a raised hot tub installed (not in use). To date, for 2019, the Provider currently has over 40 training hours obtained.

Comments:
The following inspection took place between the hours of 8:30 am through 11:30 am. Today, I met with the Provider on site at the Family Day Home (FDH) located in Herndon, Virginia. At the start of this unannounced monitoring inspection there were a total of 7 children (15 points) with 1 caregiver. A total of 7 children?s files, 1 staff file, and 3 household member?s files were reviewed. The children were engaged in the following: drop off, toy play, learning, songs, games, bathroom break, hand washing, snack, getting ready for lunch, and other organized activities. Violations:
Standard #: 22VAC40-111-260-B
Description: Based on observation, there was not a non-climbable barrier at least four feet high that surrounds the outdoor play area located within 30 feet of drowning. Evidence - 1. On the date of inspection (05/07/2019), a large pond was observed located within 30 feet of the backyard fence. This fence was measured to the heights of 3 feet to 3 feet, 5 inches. 2. While the fence in place was both non-climbable (for the children in care), and impenetrable; it was under 4 feet in height. 3. The Provider stated (during an interview conducted on the date of inspection) that she wishes to use this outside space as a play area. 4. In addition, the raised, back yard deck was observed with a hot tub and cover. The Provider stated that she was unsure if the cover had a lock, but stated that it would not be used by the children, and there was no immediate plans for its use by the family.

Plan of Correction: The backyard and deck shall be off limits until these issues are addressed.

Standard #: 22VAC40-111-440-A
Description: Based on observation, there was not a protective barrier preventing access to the deck. Evidence - 1. On the date of inspection (05/07/2019), a protective barrier was not installed at the bottom of the deck steps or at the top of the deck. 2. Without gates in these two areas, children using the backyard play area would have access to the deck, and to the hot tub installed on one of the raised platforms.

Plan of Correction: Children will not be allowed in the backyard until this area is addressed.
