Comments:
An unannounced renewal inspection was conducted beginning at 9:50 a.m. and ending at 12:45 p.m. with the provider and two assistants. There were 12 children in care ranging in age from 11 months to 4 years of age for a total of 38 points. Five infants were observed during morning nap, ages 11 months, 11 months, 13 months, 16 months and 18 months in the crib room. Seven older children, ages sixteen months through four years of age were observed during circle time and center. Centers today included arts/crafts, fine motor skills and imagination play. After centers, children prepared for lunch. Lunch today was fish sticks, carrots, oranges, peaches and milk. Younger children began waking and were diapered and prepared for lunch. After lunch, older children prepared for naptime.

Five children's records and three caregiver records were reviewed. Emergency drills were up to date. Both assitants have completed 16 hours of training for each license year 2018-2020. The provider completed 16.5 hours in 2018-2019 and has completed 10 hours of training for 2019-2020 and plans to complete a 10 hour training by 2/14/2020.

Emergency drills were up to date. The weekly menu was posted. Supplies, materials and childcare areas were observed.

Violations:
Standard #: 63.2-1720.1-B-3
Description: Based on review of documentation, it was determined that the provider did not request out of state central registry background checks for staff that resided outside of Virginia in the last five years. Evidence: Staff #2 indicated on a central registry background check in March of 2017 out of state residence in Maryland ending in 2015. On a sworn statement dated 1/3/2020, there is also out of state residence documented in the last five years in Maryland. There is no documentation of an out of state central registry check from Maryland.

Plan of Correction: I was not aware of the new requirement for out of state central registry checks. A Maryland central registry background check will be requested. In the future, any staff that indicates out of state residence in the last 5 years will have a requested out of central registry check within 30 days.
