Technical Assistance:
Provided consultation on Infection Control and Sanitation Practices During COVID-19:
- Follow CDC's "Guidance for Schools and Child Care Programs"
- Implement enhanced social distancing measures
- Implement daily health screenings
- Implement robust policies and procedures for hand washing and for cleaning and sanitizing toys, furniture, materials and frequently touched surfaces

Discussed with the provider that while masks are not required in child care, the essential guidance issued by the Department of Social Services, based on CDC recommendations, states that children over 2 years of age should wear masks when physical distancing cannot be maintained, as a best practice.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was conducted on 8/31/2020 and and exit interview was conducted on 9/1/2020. The provider was contacted by telephone and a virtual inspection was conducted. There were five children present, ages five to nine years of age, for a total of five points. The Inspector reviewed two children's records, three caregiver/household member records, the weekly menu, emergency drill log, hand washing procedures, enhanced cleaning and sanitizing of toys and surfaces, and daily indoor and outdoor activities. The information gathered during the inspection determined non-compliance with standards that are documented on the violation notice issued to the facility.

Violations:
Standard #: 22VAC40-111-30-A
Description: Based on an interview, the provider is not ensuring compliance with essential guidance issued by the Department of Social Services, based on CDC recommendations, for programs that remain open during COVID-19. Evidence: the provider stated that 1. there is no temperature or symptom check completed as children arrive, 2. parents are not asked if medications were used to lower the child's temperature, 3. children are not required to wash hands when they arrive in the morning, and 4. parents/family members are not wearing masks when they enter the home.

Plan of Correction: Provider has already spoken with parents about wearing masks and will ensure all essential guidance is followed.

Standard #: 22VAC40-111-180-A
Description: Based on review of three caregiver/household member records, not all caregivers/household members had a repeat tuberculosis (TB) test/screening at least every two years from the date of the initial screening or testing. Evidence: the most recent documented TB test/screening for caregiver #1 is dated: 1/15/2018 and for household member #1 is dated: 1/15/18.

Plan of Correction: Will get an updated TB test/screening as soon as it is safe to do so.
