Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on Augst 27, 2020 and concluded on August 31, 2020. An exit interview was conducted by phone on September 10, 2020.

The provider was contacted by telephone on August 27, 2020 at approximately 9:00 a.m. to initiate the inspection and the provider returned the call at appoximately 9:40 a.m. The virtual inspection began at approximately 9:55 a.m. There were eight children, ages eleven months through six years of age for a total of twenty-two points with two caregivers. Infants were observed sleeping and waking from nap. Preschoolers were observed in the downstairs childcare area working on an activity for their weekly theme "Construction Week". The inspector emailed the provider a list of items required to complete the inspection. The Inspector reviewed three children?s records and one new staff record submitted by the facility to ensure documentation was complete. Emergency drills and the weekly menu were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-111-30-E
Description: Based on observation, it was determined that the family day home did not ensure the home's activities, services, and facilities are conducive to the welfare of children in care. Evidence:
1. The family day home failed to adhere to the health and safety guidelines established due to the COVID-19 pandemic of maintaining social distancing of at least six feet between individuals
2. Staff and children over the age of two were not using cloth face coverings when physical distancing was not maintained. 3. On August 27, 2020, five preschool aged children were observed at a small table with one staff in close proximity to one another participating in an activity. Children nor staff wore face coverings and a minimum of six feet social distancing was not implemented.

Plan of Correction: 1. Children will continue to learn about COVID "germs" and how wearing our "fun masks" will keep us safe for all children over age 2 when a 6' distance cannot be maintained as medically and developmentally appropriate
