Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on October 30, 2020 and concluded on November 2, 2020. The provider was contacted by telephone to initiate the inspection. There were eight children present and two caregivers. The inspector emailed the provider a list of items required to complete the inspection. The inspector reviewed two children?s records, one caregiver record and one household member record submitted by the provider to ensure documentation was complete. The information gathered during the inspection determined non-compliance(s) with licensing regulations, and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.

Standard #: 22VAC40-191-60-C-2
Description: Based on review and interview, provider did not ensure all caregivers have a completed central registry check within 30 days of beginning employment.

Evidence: The record for caregiver #1 (start date September 8, 2020) did not have a completed central registry check. Provider confirmed this background check has not been done.

Standard #: 63.2-1720.1-B-2
Description: Based on review and interview, provider did not ensure all caregivers have a Office of Background Investigations (OBI) fingerprinting letter of eligibility prior to beginning employment.

Evidence: The record for caregiver #1 (start date September 8, 2020) did not have a OBI fingerprinting letter of eligibility. Provider confirmed this background check has not been done.

Description: Based on review and interview, provider did not ensure there is an out state search of the central registry for any individual that has lived outside the state of Virginia within the past 5 years.

Evidence: The record for caregiver #1 (start date September 8, 2020) has documentation the individual lived outside the state of Virginia within the past 5 years and there is not a completed central registry search for that state. Provider confirmed this background check has not been done.
