22.1 BACKGROUND CHECKS; CARBON MONOXIDE

Comments:
An unannounced monitoring inspection was conducted from 1:15 pm - 2:15 pm. There were nine children in care being supervised by the provider and two assistants for a total of 24 points. The children were observed resting. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of six child records and three staff records were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Standard #: 8VAC20-800-30-E
Description: Based on observation of the family day home it was determined that not all services were conducive to the welfare of children in care. Evidence: The LI (Licensing Inspector) observed three children ages 18 months (child A), 23 months (child B), and two years old (child C) sleeping in cribs. The children were observed sleeping on their stomachs with their blankets covering their faces and tucked under the side of their faces that was touching the mattress.

Standard #: 8VAC20-800-640-2
Description: Based on observation and interview it was determined that children were placed in small enclosures where they could not freely exit. Evidence: Child C (age 3 years) was observed to be sleeping on a cot in a small space under the stairs of the family day home. There was a piece of play kitchen set furniture covering the opening of the small space, where the child could not freely exit.
