An announced initial inspection was conducted Wednesday, December 7, 2016 in response to transfer in ownership. Two representatives from the corporation were present during the inspection. During the inspection, the licensing inspector observed 17 children in care being supervised by two current staff members. The facility plans to operate Monday through Friday and in conjunction with the public school calendar. The facility will service up to 20 Head Start children, three through five years of age. During the initial study, the facility was observed to be equipped with a variety of age appropriate equipment and supplies including materials for gross motor, art, literacy, and dramatic play. Appropriate child size furnishings, including tables, chairs and cots were observed. The Head Start classroom is located in the Cople elementary school. A bathroom for the children to use is also located in the Head Start classroom. Children have access to the cafeteria, gym and additional bathrooms. All areas were checked during the initial inspection. A field and blacktop area is used for outdoor play. During the inspection, the emergency supplies including first aid kit, flashlight and battery operated radio were checked. The licensing inspector discussed required documentation for staff and documentation of updated approval from other agencies including fire and health departments with the corporate representatives. Last documented health inspection: 12/10/2015 last documented fire inspection: 01/07/2016 Staff and children records will be reviewed at the next inspection. Though, some standards of care could not be determined during the initial study, the center is in substantial compliance with the standards that could be determined. A conditional (6 month) license will be recommended. An unannounced follow up inspection will be conducted within 60 days to determine compliance with standards not determined at the initial inspection. Description: Based on observations, the facility did not ensure all hazardous substances such as cleaning materials were kept in a locked place using a safe locking method that prevents access by children. Evidence: Multiple bottles and canisters of cleaning substances were observed on the floor of the elementary school cafeteria, where the children eat lunch.

Plan of Correction: Per the corporate representative: We will work with the local school to correct the issue and have the cleaning materials locked so not to be accessible by children in care.
