The licensing inspector conducted an announced initial inspection on Tuesday, December 6, 2016 due to transfer in ownership. Two representatives from the corporation were present during the inspection. During the inspection, the licensing inspector observed 14 children in care being supervised by two current staff members. The facility plans to operate Monday through Friday throughout the public school year and will service up to 18 Head Start children, three through five years of age. During the initial study, the facility was observed to be well laid out and filled with equipment for children. The classroom has toys, educational materials, games, arts and crafts materials, books, tables, chairs, mats and many other items for the children to use. The Head Start classroom is located in the Northumberland elementary school. A bathroom for the children to use is also located in the Head Start classroom. Children have access to the cafeteria and gym and these areas were checked during the initial inspection. Playgrounds were not inspected due to inclement weather. During the inspection, the emergency supplies including first aid kit, flashlight and battery operated radio were checked. The licensing inspector discussed required policies and procedures including emergency preparedness plan, required first aid and CPR training and medication administration training with the corporate representatives. Last documented health inspection: 10/18/2016 Last documented fire inspection: 01/20/2016 Staff and children records will be reviewed at the next inspection. Though, some standards of care could not be determined during the initial study, the center is in substantial compliance with the standards that could be determined. During the conditional period, the center will be subject to unannounced licensing inspections, with the first inspection taking place within the first sixty days of licensure. Description: Based on observation, the facility did not ensure all required hazadous substances were kept in a locked place using a safe locking method that prevented access by children. Evidence: During the inspection, the licensing inspector observed two containers of cleaning products located in a cabinet over the classroom resting mats. The cabinet did not contain a locking method. In the bathroom, in the back of the classroom, the licensing inspector observed two containers of cleaning chemicals sitting on top of an approximate five foot tall cabinet.
