Technical Assistance:
Discussed the following with the center director: Standard 22 VAC 40-185-400 Behavioral guidance. A. In order to promote the child's physical, intellectual, emotional, and social well-being and growth, staff shall interact with the child and one another to provide needed help, comfort, support and: Encourage decision- making abilities; Use consistency in applying expectations. B. Behavioral guidance should be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts. Staffing, operational responsibilities, classroom activities that are age and stage appropriate and classroom assignment of children were also discussed at length. 22 VAC 40-185-350 F.2 A center may temporarily reassign a child from his regular group and staff members for reasons of administrative necessity but not casually or repeatedly disrupt a child's schedule and attachment to his staff members and group.

An unannounced complaint investigation was conducted on 01/04/2017 in response to an allegation received by our office regarding behavioral guidance and administrative responsibilities regarding center policies and procedures. Based upon multiple interviews and records reviewed the preponderance of evidence does not support the allegation. Therefore the complaint is deemed to be not valid. The exit interview was conducted with administration. An unannounced renewal inspection was also conducted today. Ratios and supervision were in compliance. A sample of 2 children's records, and staff records were reviewed. Center behavioral guidance policies and reporting of accidents and incidents to parents and other agencies were also reviewed and discussed at length. The physical plant, medications, emergency supplies and procedures were also reviewed. The children were involved in basic care routines, playing in home living and table time activities. Children in the 2's classroom were observed at length during circle time, preparing for lunch and nap time and during hand washing and potty time routines.
