Comments:
The Licensing Inspector conducted an unannounced complaint inspection on 3/21/17 in response to a complaint that was received by the Licensing office on 3/14/17. Interviews were conducted and documentation was reviewed relating to the supervision of the children in care and information that is required to be posted in the child day center. The information gathered during the investigation supports the allegation related to the supervision of the children, so the complaint is determined to be "valid". Areas of non-compliance are identified on the violation notice, and were discussed during the exit interview.

Description: Based on observation, it was determined that the facility did not ensure that they maintain the required ratio of one staff for every four children whenever children birth to the age of 16 months old are in care. Evidence: 1. The Licensing Inspector entered the Infant classroom at approximately 7:19am and observed staff #2 working alone with a group of 7 children. 2. When staff #2 was asked the ages of the children in her class, she stated they ranged in age from 8 months to 2 years old. 3. Additional staff entered in the Infant classroom at approximately 7:25am. 4. Staff #5 (Program Director) confirmed the Infant classroom was not in compliance with the required staff to children ratio when the Licensing Inspector entered the facility.

Plan of Correction: The faiclity responded: On 3/21/17, management stepped into the classroom immediately to bring the classroom in ratio. Management also addressed the late staff concerning the importance of arriving for their shift on time. In addition, to permanently resolve this issue, management arranged the morning schedule to over staff to alleviate the overage during drop off. Staff were also re-trained on ratios for each age group as well as Brilliant Beginnings Supervision Policy and Virginia State Licensing Regulations.
