Discussion was held on the topics of current enrollment, current staffing, and of an incident that occurred on 07/21/2017.
The following inspection took place between the hours of 3:30 pm through 5:30 pm. Today, I met with the Staff of the YMCA after-school program held on site at Cool Springs Elementary school located in the town of Leesburg, Virginia. At the start of this unannounced monitoring inspection there were a total of 41 children with 3 staff; good ratio for this one group. A total of 4 children?s files were reviewed. Staff files were reviewed on an earlier date. The children were engaged in the following: games, art, bathroom breaks, hand washing, homework time, snack, and other organized activities. Standard #: 22VAC40-185-400-A Description: Based on interview and review, a staff person did not interact with a child in order to provide comfort and support. Evidence - 1. Based on an e-mail dated Monday, July 24, 2017 from Staff #5 to his supervisor, wrote the following statement: "On Friday, July 21. While playing (a game in the gym) one of the counselors (Staff #4) got frustrated and while walking past the kids decided to elbow one (Child #1) in the back." When Child #1 asked Staff #4 why did she do this? Staff #4 responded, "You were in my way." When asked by Staff #5, why she (Staff #4) did it, Staff #4 stated that she was simply really competitive. 2. Staff #4 stated (during an interview conducted on 09/13/2017) that she did say to Child #1 that "You're in my way," but did not recall saying that she was really competitive to Staff #5. Staff #4 also stated that she ran into the child's back on accident. 3. Staff #5 stated (during a phone interview) that on the day of the incident, Staff #4 asked Staff #5 not to document the incident and then became upset when she learned that the incident would indeed be reported. 4. On the date of the incident (07/21/2017), Child #1 was 10 years of age. 5. This incident was not brought to the attention of the Division of Licensing until 08/21/2017. Plan of Correction: An investigation was conducted and Staff #4 was placed on administrative leave. CPS was also contacted on 07/24/2017.
