An unannounced Renewal Inspection was conducted from 11:30 a.m. to 12:45 p.m. At the time of entrance, 36 children, ages 3 to 5 years old, were in care with 3 staff. The records sample size consisted of 6 children?s records. Staff records are housed off site and were last reviewed in June 2017. Children were observed washing hands after lunch and settling on to cots for rest period. Food service, table sanitizing, restroom procedures and hand washing were observed. Staff report that children do not utilize the stationary outdoor equipment, but play on the grassy areas within the fenced property. Medication administration and transportation were not observed today. Standards relating to these areas were verbally reviewed. Areas of non-compliance are identified on the violation notice. Standard #: 22VAC40-185-350-E-4 Description: Based on observation and interview, the licensee did not ensure that the required ratio of staff to children, one staff per every 10 children, was maintained. Evidence: At the time of arrival to the inspection, there were 36 children, 3 to 5 years old, with 3 staff present. At 12:15 an additional staff arrived to assist with the care of the children, bringing the ratio of staff to children in to compliance. When the site supervisor (staff #1) was asked about additional staff, staff #1 stated that the center normally has 2 teachers per group of 20 children, but that there is a vacancy for the 2nd staff in one classroom. Plan of Correction: The Licensing Monitor, staff #2, stated that the current family services manager for the center, whose office os located on site, normally steps in as a 4th staff to assist with the children. However, due to an emergency at another site, she was temporarily out of the center. In addition, staff #2 stated that interviews have been conducted to hire additional staff. However, the agency is awaiting the results of background checks before placing a new staff in ratio with the children. The Family Services manager will be in the classrooms to ensure ratios are met beginning tomorrow and until additional staff are in place.
