63.2 Child Abuse and Neglect

The licensing inspector conducted an unannounced "other" inspection on 02/20/18 in response to a self-reported incident received in the licensing office on 02/08/18 regarding allegations in the area of "Programs." Interviews were conducted with staff , records were reviewed and observations of the program were made relating to the allegation. Violations were noted on the inspection.

Standard #: 22VAC40-185-410-1
Description: Based on interviews with staff, the center did not ensure children physical punishment was not used by staff. Evidence: During an interview, Staff #2 stated, "I have popped my own child on the hand" while at work. Her four year old child, Child #2, was in care at the time of the incident. Staff #2 stated the incident happened one afternoon between 4:00-4:30 pm when she was working in the classroom with her child. Child #2 was trying to talk to staff #2 while she was talking to another parent. Staff #2 said she popped child #2 on the hand and yelled at him for interrupting in front of the parent.

Plan of Correction: The director provided the following plan of correction during the exit interview:
As soon as management was made aware of the situation, the staff member was terminate the same day. All staff were retrained regarding our discipline policy even regarding their own children.

Description: Based on interviews with staff, the center did not ensure when any surface has been contaminated with body fluids, it shall be cleaned and sanitized. Evidence: During an interview, staff #4 stated she was eating a jar of peaches. An infant in care was crying so she took the spoon ate from. Staff #4 and put it in the jar and fed peach juice to the infant. After the spoon had been contaminated with staff #4's saliva its surface was not cleaned and sanitized before allowing a child in care to eat from it.

Plan of Correction: The director provided the following plan of correction during the exit interview:
The incident occurred in November of 2017, parents were notified immediately and staff member was counseled and retrained on sanitization policy.
